Worldbuilding has a Sandbox section mostly for newbies who are not experienced enough to directly ask on the main site.
I have tried myself and it was a nice experience. As a lousy "world builder" instead of downvotes and close votes, I received constructive criticism that helped me shape my question so that it become good enough for the main site.
Is there such a section on Meta Stack Overflow? I am talking about having a section that is dedicated to helping users ask decent questions, not this one about checking technical features.
I tried locating one and did not even find a discussion about such a thing.
My assumption is that a Sandbox might reduce the friction between experts and newbies if marketed properly on account creation, first questions posting, etc.

This discussion is not about SO as a coding service. It is about helping users define their questions in a way that's good enough for SO quality standards. It would also help newbies avoid the downvotes/close votes storm from the main site.
While the concern issued in the comments are valid (i.e. scalability issues), I still think this is a valid discussion.
